2025 Immigration Rules: What Expats in Nigeria Must Know

Thinking of relocating talent into Nigeria?
Whether it’s for training, audits, or long-term operations, you can’t afford immigration delays.
In 2025, Nigeria’s immigration framework has new focus areas:
- Local content enforcement
- Visa misuse crackdowns
- Tighter expat approvals
Here’s what international employers need to know and how to stay ahead.
1. Business Visas Are NOT for Work
This is the #1 mistake foreign companies make.
Business visas are for:
✅ Short-term meetings
✅ Trainings
✅ Negotiations
❌ Not valid for paid work.
❌ Not renewable for long-term staff.
2. TWP (Temporary Work Permit)
Used for:
- Short-term projects
- Installations, audits, or field assignments
- ≤ 90 days with no extension
📌 Requires pre-approval from Nigeria Immigration Service (NIS).
Sponsor (your company) must apply in advance.
3. STR Visa (Subject to Regularization)
This is your long-term visa route.
It applies to employees you’ll station in Nigeria for 1+ years.
Steps:
✅ Apply from home country
✅ File for Expatriate Quota
✅ Upon arrival, STR is converted to CERPAC (residency)
4. What’s New in 2025?
🚨 Greater scrutiny of expat roles:
You must prove:
✔ That no local can fill the job
✔ That training or tech transfer is built in
✔ That quota limits are respected
Expired CERPAC = automatic violations
Paperwork must be filed 30+ days before expiry
