What Has Changed and What Your Company Must Do to Stay Compliant.

Stricter Oversight on Expatriate Quotas and Work Permits

✅ Expatriate Quotas (EQ)

In 2025, the EQ system is fully digital, automated, and tightly monitored. Companies must now:
• Assign 2 qualified Nigerian understudies for every expatriate role
• Justify why a Nigerian cannot fill the position, especially during renewals
• Use EQ slots within 12 months or risk cancellation
• Prepare for higher fees tied to site inspections and administrative reviews

This is not just paperwork. It is policy enforcement. Companies must prove they are using EQs responsibly and contributing to Nigerian skill development.

Work Permit Renewals

Renewing work permits now requires clear, documented justification. You must:
• Provide a valid reason why the expat is still essential
• Maintain a credible succession plan with local understudy tracking
• Pay an added $1,000 repatriation insurance per expat (new requirement)

Failure to renew on time or justify continued stay can lead to rejections or even bans.

Major Changes to Visas and Short-Term Assignments

❌ No More Visa on Arrival

As of May 1, 2025, Nigeria has ended its Visa on Arrival program.
All visitors must now use the centralized e-Visa platform with the following features:
• 48-hour digital visa approvals
• QR code-based visa confirmations sent via email
• No visa renewals allowed inside Nigeria. Expats must exit to renew.
• Centralized approvals only through the Visa Processing Center in Abuja

Old Visa on Arrival letters will only be valid until May 13, 2025.

Temporary Work Permits (TWP)

TWPs are now:
• Digitally issued only
• Valid for 3 months ($600) or 6 months ($1,100)
• Non-renewable under any condition
• Accompanied by an additional $500 insurance fee
• Strictly enforced. Misuse such as overstaying or working under a business visa can result in fines, deportation, or 5-year bans

Plan rotations and assignments carefully. Exits must happen on time.

Mandatory Digital Entry and Exit Cards

All travelers must now:
• Complete an online landing card before boarding a flight to Nigeria
• Submit an exit card before departure
• Pay overstay fines online before leaving Nigeria ($15 per day)
• Understand that overstays of 3 months or more will result in a 5-year ban
• Know that overstays of 1 year will lead to permanent blacklisting

This new system connects directly to the e-Visa database. There are no shortcuts.
